CVVOZE Power Laboratories (CVVOZEPowerLab), which are operated by Brno University of Technology (BUT) are a large infrastructure for research, development and innovation (RI) by course of Czech law 130/2002 Coll. In the framework of targeted support by the Ministry of Education, Youth and Sports of the Czech Republic (MEYS), the BUT offers an open access to the RI technologies for the purposes of research, development and innovation (i.e. open access).
Open access to CVVOZEPowerLab means – the opportunity to carry out research, development and innovation activities at the premises of CVVOZEPowerLab utilizing the technologies of RI laboratories and professional and technical support for such activities from the laboratory staff.
Open access is provided in compliance with the decision of MEYS regarding the allocation of targeted support. The access is intended for individuals or organisations from the Czech Republic or European Union. The open access policy allows students to do experimental work for their doctoral dissertations, master theses and bachelor projects.
General rules for open access provision
The operator of the RI provides open access to RI to all applicants without bias and with equal chances to access the laboratories for all. In case two or more applicants are interested in accessing at exactly the same time schedule, this will be provided to the first come applicant.
The applicant has to apply for access sufficiently in advance (at least 2 months ahead) and also has to submit application and technical requirements on experiment and the proposal of experiment realisation deadline at the same time.
The applicant has to document (upon RI operator request) why, how, and for which purpose the applicant wants to utilize the RI, to enable the laboratory personnel to check whether the planned research, development and innovation activities are in accordance with the principles of open access to RI.
Before starting research, development and innovation activities, the agreement has to be made between the RI operator and the applicant on ways of presenting the outcomes and on the intellectual property rights of the outcomes. The agreement on the intellectual property rights will allow for the type, amount and demands of research, development and innovation activities and shares of user and provider on these activities. The agreement is made individually with each RI user.
Submission of application for open access
The applicant for open access has to fill the application for access to RI (download) and has to send filled form by email to toman@vut.cz.
In terms of technical feasibility of experiment the application for open access will be considered and discussed by the head of CVVOZEPowerLab and the heads of high current laboratory or high voltage laboratory. In the case of incomplete information, the applicant is required to complete it.
Then the application will be directed to International Advisory Committee to assess the scientific level of the applicant’s proposal.
Notification of application acceptance or refusal, allocation of date and duration of access will be given within 1 month from the date of application delivery.
The approval of access range and duration takes into consideration the applicant’s proposal, however, the RI operator has the right to assign the range and duration of the access according to his best deliberation.
Rights and duties of open-access user
The user of open access has the right of free entry to RI technology and professional and technical support for experiment preparation and implementation under the supervision of the laboratory staff. The support does not include travel costs, accommodation and daily allowances. This has to be covered by the applicant. If additional costs are generated by open access user, the RI operator can require the payment of such costs by the user. The user has to be notified about this fact in advance, before the beginning of the research activities.
The open access user has to send a written report on the course of research, development and innovation activities within 2 months after finishing the activity. The report has to be sent in electronic form to toman@feec.vutbr.cz.
The open access users have an obligation to make a reference to the CVVOZEPowerLab on which users performed their research, development and innovation activities.
The open access user has to give to CVVOZEPowerLab the copies of all research reports and scientific publications of all types which were produced with the support of open access to the RI. The copies have to be sent in electronic form to toman@vut.cz. The research reports has to be sent within 2 months after finishing the report; the scientific publications within 2 months after their publication.
